Hundreds of thousands of taxpayers hit with penalties for outstanding returns

South Africa's health watchdog issued a blistering indictment on the health department in the country's economic hub and the government over his office's independence as he bowed out after serving his full non-renewable seven-year term. Here are your top stories for Thursday, 1 June.

The story: The outgoing health ombud has painted a grim picture of the state of the country's public healthcare.
 

What was said: "You have your best province run by Mickey Mouse," Professor Malegapuru Makgoba said about Gauteng, which made up the bulk of the complaints his office dealt with.
 

What's more: He said there is disorder in the Free State, and described the Eastern Cape as dysfunctional and an embarrassment.

The story: SARS has imposed penalties on hundreds of thousands of taxpayers, many of whom only had one return outstanding. 
 

What's more: Previously, penalties were only imposed on taxpayers with more than one tax return outstanding.
 

The numbers: Penalties for failing to file a return even if you don't owe any tax start at R250 for each month the return is outstanding, and penalties based on outstanding tax can be as high as R16 000 a month every month until the returns are filed.

The story: ActionSA declared the most donations to the Electoral Commission of South Africa in the first quarter of the year with close to R4 million. 
 

What was revealed: The party has had one reliable backer in Durban-born businessman Martin Moshal, an instrumental figure in online gambling. 
 

The details: Moshal has donated R11 million to ActionSA over the years, and the party believes such continuous donations are a testament to its growing political footprint in the country's political scene.
