Minister of Social Development Lindiwe Zulu withdrew her department's Green Paper on Comprehensive Social Security and Retirement Reform, which was gazetted two weeks ago and government is still debating mandatory vaccination.

The scoop: A leaked intelligence report has concluded there is a "high likelihood" that ANC MP Xiaomei Havard could be sharing classified information about South Africa with the Chinese Communist Party (CCP).

What we know: According to the intelligence report, which News24 has seen, the State Security Agency's (SSA) counter-intelligence unit had flagged concerns over Havard's links to China and its impact on national security.

What the report said: "On account of details that have emerged from the modus operandi of China and Havard's biography, there is merit in some of the media allegations that she is linked to the UFWD [United Front Work Department]. From a national security perspective, there is a concern over her involvement with China and the potential impact on national security," the report said.

The latest: On Tuesday, Minister of Social Development Lindiwe Zulu withdrew her department's Green Paper on Comprehensive Social Security and Retirement Reform, which was gazetted two weeks ago.

Officially: The withdrawal was gazetted late on Tuesday. 

What we know: No reason was given, but the latest development follows an outcry after the paper proposed that all South African earners pay up to 12% of their income into a new government-managed investment fund.

What we heard: Health Minister Joe Phaahla told the National Council on Provinces on Tuesday: "Generally, stock levels are no more a challenge for us."
